Do You Need a License to Ride a Scooter in Bali?
This is the most googled question about renting a scooter in Bali - and the answer is more nuanced than most guides admit. This is how it actually works in 2026.
The legal requirement
Legally, yes - you need a valid motorcycle license to ride a scooter in Bali. Indonesia recognises the International Driving Permit (IDP) for foreign visitors. The IDP must be accompanied by your home country's driving license and must include the motorcycle (A) category.
Without an IDP, you are technically driving illegally - regardless of what your home country license permits.
What you legally need:
Your home country motorcycle license + International Driving Permit (IDP) with motorcycle category (A). Both documents together.
What actually happens at police checkpoints
Bali has regular police checkpoints (tilang), particularly on popular tourist roads in Canggu, Kuta, Seminyak and near temples.
Police primarily target:
- Riders with no license at all (most common)
- Riders without a helmet
- Riders on bikes without proper registration (STNK)
If stopped, a common outcome is an on-the-spot fine - usually 100,000–300,000 IDR. Police rarely take the bike. Having any license (even just your home country license, not technically valid) is better than nothing.
Important note
This is not legal advice. Laws and enforcement change. The only fully legal way to ride in Bali is with a valid IDP + motorcycle license from your home country.
How to get an International Driving Permit
An IDP is issued in your home country before you travel - you cannot get one in Bali. It's valid for 1 year and typically costs the equivalent of $20–50 USD depending on your country.
Where to get it:
- Australia: NRMA, RACV, RAA or other state motoring clubs
- UK: AA or RAC
- USA: AAA (American Automobile Association)
- Europe: Your national automobile association (ADAC, TCS, etc.)
- Russia: International license issued at traffic police (ГИБДД)
Apply at least 2 weeks before your trip. Processing is usually 1–5 business days but can take longer.
What if I only have a car license?
A car-only license does not legally cover motorcycle riding in Bali, even with an IDP. However, this is a grey area that many tourists navigate daily.
If you only have a car license and plan to ride:
- You are riding without proper authorisation
- If you have an accident, your travel insurance may not cover you
- Police can fine you if stopped
The safest option if you don't have a motorcycle license: rent a car with driver, or get the IDP motorcycle category added if your home license allows it.
